Paid time and expenses don't change associated vendor bill

User has marked time and expense entries as Paid, but the associated vendor bill isn't marked as Paid.

This is by design in BQE CORE. The time and expense entries can be marked as Paid, but this doesn't affect the associated vendor bill in any way.
