Why aren't vendors showing in Allocation & Forecasting?

This is by design. You cannot allocate tasks to vendors as such and so they don't appear in the Allocation & Forecasting screen. Only vendors of type 'Contract Employee' and 'Outside Consultant' appear in the drop-down lists. You can choose this option from the top user menu under User Settings > Display Options.
