User is trying to run a report, say Percentage Billed in BQE CORE, but for phased projects, it only lists the parent projects and not the phases.
This can happen if the report is set to group by Root Project, which is the default setting on the Configure Report > Set Display Options. If you want the report to list individual phases, change the Group By option to Project. Check CORE Help Center for details on how to customize the options for a report.
