User is running reports from the Projects screen using the More > View Reports option, but the reports show data from all projects instead of the projects selected in the list view.
This is the expected behavior in BQE CORE. If you select some projects in the list view and then click More > View Reports, CORE does not filter the reports by the selected projects. If you want to run the reports with filters, you can do that from the Report Center screen. Check CORE Help Center for details.
