User is trying to assign a phased invoice template to a project at the global, project, and even invoice level, but is unable to change the format. It keeps showing up as hourly.
If you are using a phased invoice template, you need a fixed type of project for that. The phase you have selected might be having an hourly contract. Phased invoice templates are designed to show the detail of the hours when the contract type of the phase is set to 'Hourly' or 'Hourly Not to Exceed'. It will show Fixed % Complete, Contract Billed to date, etc. when the phase contract type is set to Fixed or Percentage.
Note: The contract type you set at the parent project level can be different from the child or phase project's contract.
