No, you cannot add custom fields to Submittals. Submittals support only the predefined fields available in BQE CORE. However, you can manage some of the field lists associated with Submittals from Settings > Display & Formatting > Custom Fields. This allows you to edit and customize the values that appear in certain drop-downs, such as Submittal Status and Type. Check CORE Help for details.
