Does updating the rates in Employees affect previous time entries?

No. The rates apply to the new time entries of the employees and not the existing ones. BQE CORE follows a rate hierarchy and uses the employee rates only if there is no attached fee schedule for the project and you have specified not to use the Activity Items rates.
