User is trying to enter time on an Hourly Not to Exceed (HNTE) project, but it says the contract amount has already been reached.
Your company must have added a project rule to prevent time entry when the contract amount has been reached. You need to remove this rule to undo the restriction. This can be done at the project level from the Projects > Settings > Assignment screen. Check CORE Help Center for details.
