Is there a way to add new assignments to parent project as well as its phases?

While there is no direct way to apply assignments from a parent project to all its phases, you can copy the assignments from one project to another. To do this, go to Projects > Settings > Assignment. This opens the Project Assignments screen from where you can use the Copy Assignments option. Check out CORE Help Center for details.
