Team member can view Project Planner but not edit allocations

Access to Project Planner is controlled by permissions, and viewing and editing rights are managed separately. The user may have permission to view the Planner but not to modify allocations. An administrator should review the user’s security role and grant the appropriate permissions for editing allocations.
