Does my budget have to match the contract amount?

No. The budget represents your internal delivery plan, including planned hours, resources, and costs. The project contract amount is the agreed not-to-exceed value with your client. These are separate by design, and Budget-Allocation Sync does not affect the contract amount. It is processed and tracked separately from the contract amount.
