Can project managers save filters in Insights to view their data only?

No, CORE Insights does not currently support saving personalized filters. This functionality is planned for a future release. It will allow users, such as project managers, to filter CORE Insights datasets or dashboards to display only the projects they manage and save those personalized views for future access.
