This happens when the parent project type is set to Standard. When a parent project is marked as Standard, CORE treats it as billable, causing it to appear as its own line item on the invoice in addition to its child phases.
To resolve this, change the parent project type to Main. Setting the parent project to Main prevents it from being billed separately and stops the project name from appearing twice on the invoice.
