CORE does not allow a zero contract amount on certain contract types. If you want to move the contract value from an inactive phase to another phase, first change the contract type of the inactive phase to Hourly. When the contract type is set to Hourly, you can update the contract amount to $0.
This allows the inactive phase to have no contract amount while keeping the project structure intact.
