Which permissions control service cost visibility on reports?

Service costs are not displayed when the required report security permissions are disabled for the employee’s security profile. To allow service costs to appear on reports, enable Show master records cost rates and Show time entry cost rates under Settings > Access & Permissions > User Permissions > Report Security Profile. When enabled, all employees assigned to that security profile can view service cost information on applicable reports.
