No. You cannot enter time (or expenses) against a Draft status project in BQE CORE. The Draft status is designed for the planning and setup phase of a project, and time/expense entries are allowed for active projects only. However, the active projects can be of type marketing or overhead in case you want to track non-billable time and expenses for such projects that are not yet won, started or billable. This allows you to track internal or preliminary work even before the project is officially started for the clients. Check CORE Help Center for details.
