Why can't I edit Cost Amount of expense entries?

On the Expense Entries screen, Cost Amount is not an editable field. Cost Amount in BQE CORE is the expense entry amount before markups and taxes are applied. This field is calculated automatically as Cost Rate x Units. You must make changes to the Cost Rate to change the Cost Amount. However, Charge Amount of the expenses is an editable field.
