If you have the Time & Expense security profile and the project rule Auto approve expense entries is set for a project, you cannot attach files to your time and expense entries as they are approved from the beginning and your security profile restricts you from editing approved entries. You should either remove the project rule or ask your BQE CORE administrator to customize your security permissions to allow you to add the attachments.
