A project manager submits his expense entries to another employee with Manager Level Access. However, that employee cannot view or access those expense entries.
This happens because the Manager Level Access security profile allows you to access the expense entries of other employees, but only for the projects you manage. So you won't be able to see the expense entries of other employees on projects you do not manage. To allow access to such entries, your Core Owner or Admin needs to un-check the security permission Allow access only to entries of projects I manage for you from the main company menu > Settings > Security Permissions > Customize Profile under Expense Entry. You can do the same for Time Entry. Check the Core Help for details on how to customize security permissions.
