User (a vendor) is not able to enter time for a project phase.
This is happening because the project assignment in place restricted the vendor from entering time on that project as only All Employees group was assigned to it. The vendor needs to be assigned to that project first from the Projects > Settings > Assignment screen. Check CORE Help Center for details.
