Is the 7% California nonresident withholding calculated on top of the gross payment?

The 7% withholding is calculated on the gross payment amount. It is not a back-calculated or inclusive rate. In other words, the withholding is determined by multiplying the total gross amount by 7%, and that amount is then withheld from the vendor payment.
