Can I use Revenue Recognition and still run cash-basis reports?

Yes. Revenue Recognition in BQE CORE requires your company’s reporting method to be set to Accrual under Settings > Accounting > General. However, this does not restrict your ability to run cash basis reports. You can generate both accrual and cash basis reports from Report Center, regardless of your default setting.
