You can do so by going to Project Templates > View Details > Assignment tab and selecting Show: Rules from the drop-down. On the Add Rule dialog, select all the rules you want to apply or delete for the selected project template.
To apply rule changes across several templates at once instead of one at a time, select the templates on the Project Templates grid and use Actions > Batch Update
