Why is Project Overview displaying more than the contract amount?

For a main project, the contract amount will match the amount on the Overview screen if the phase or sub-phase amounts add up to the contract amount. If the sub-phases have an amount that is greater or lesser than the contract amount when totaled, that is the amount that will display on the Overview screen.
