The Multiplier field on the Project Cost Multiplier report is calculated as:
Multiplier = Bill Amount / Cost Amount
where Bill Amount = Total Charge Amount (i.e., Bill Rate x Client Hours) from all time entries of the project
and Cost Amount = Total Cost Amount (i.e., Cost Rate x Hours) from all time entries of the project
