Percent complete not updating

User is trying to update the Percent Complete field of a project phase, but is unable to do so. 

This might happen if the contract amount is not compatible with the contract type. If you have the phase set to the Fixed type, you can't have a negative contract amount. You must either change the contract type or increase the contract amount to a positive number.
