Yes. CORE allows you to create invoices for projects that have a status other than Active. For that, you need to un-check the option Active records only in the Invoice Filters and Options dialog. After that, the projects show up for billing on the Create Batch Invoice screen regardless of their status. Check CORE Help for details.
