Can I use Cloud Feed rules to automatically add transactions to BQE CORE?

No. As of now, the Cloud Feed rules can help you identify the imported transactions that match the rules you have set. You still need to manually add those transactions to BQE CORE or match them to existing ones. Check CORE Help Center for details on Cloud Feeds and Cloud Feed rules.
