Item drop-down is blank in Create Vendor Bill

User is trying to create a vendor bill, but cannot find any activity or expense items in the Item drop-down on the Create Vendor Bill screen, even though activity and expense items are present in the Activity Items and Expense Items screens.

This can happen if Employee Control is active for the users and you have not assigned any activity or expense items to them. You need to assign the items to the users before they can see them in the drop-downs. Check Core Help Center for details.
