User is trying to run the Contract Analysis report, but the Spent column on the report does not show all the work-in-progress (WIP). It only shows the amount from approved entries.
This is the expected behavior in BQE CORE. Only approved time and expense entries are included in the calculation of the Spent column. The same is true for the Spent column in the Projects > Structure screen and the Project Status widget. Check out this article for details: Spent value does not update on entering time.
