Different 'Billed to Date' amount from % Complete

User has a phase that has gone over budget for a project. After billing the master project total, user updated progress to 100% to match the invoice, but % Complete automatically reverts to task percent billed.

Percent Complete is based on the amount billed from the total Contract Amount. If the billed amount exceeds the contract amount, the % Complete will also exceed 100%. You cannot force the % Complete to be different from the billed amount.
